Russell Square is not wheelchair accessible. The London Overground at West Brompton has step-free access from the street to the platform, but there may be a step up or gap to the train. The District line is not wheelchair accessible
Russell Square entrance – You must use a lift plus one flight of stairs between the entrance and the platforms (20 steps down). If you want to avoid the lift then you can use another twelve flights of stairs (15 steps down +6 steps down +18 steps down +6x17 steps down +16 steps down +5 steps down +14 steps down)
Changing trains at Earl’s Court – You can use a lift when changing platforms
West Brompton exit – There’s a lift between the London Overground/District eastbound platform and the exit, but you must use one flight of stairs from the District westbound platform (27 steps up)

For Oyster and contactless off-peak is outside the hours of 6.30 AM-9.30 AM and 4 PM-7 PM (Mon-Fri). For travelcards it’s any time after 9.30 AM (Mon-Fri). Weekends are always classed as off-peak.
The fare is based on what time your journey begins. It doesn’t matter when it ends.
